Biography

Konstantine is a municipal, land use planning, expropriations and environmental lawyer with extensive experience in both government and private practice. A former Town solicitor, Konstantine has a passion for local government and the changing shape of our cities and towns. He understands that municipalities are the pressure point for a range of technological and environmental transformations and disruptions from smart cities to climate change and have an opportunity to significantly impact the way we live both now and in the future.  

Having managed a municipal legal department, Konstantine brings to his practice at OMH his lived experience of the nuts and bolts of how government works, gathered from the daily demands of providing legal services to staff and council. For his municipal and public sector clients, Konstantine understands the many constraints they work under and the need for innovative, solutions driven responses to complex problems. For his private sector clients, Konstantine knows how to work with municipalities and public agencies to ensure their needs are met quickly and efficiently.

Konstantine provides a full range of legal services to municipalities, conservation authorities, public agencies, and private sector clients in the areas of municipal law, planning and development, environmental law, expropriations, by-law enforcement and provincial offences. This includes acting as a legal advisor, regulatory approvals strategist, preparing a range of legal instruments to meet client needs from by-laws to agreements and when necessary, litigating. He has appeared regularly before courts and tribunals including the Local Planning Appeals Tribunal, the Ontario Land Tribunal, Ontario Court of Justice (Provincial Offences), the Superior Court of Justice, Divisional Court and Court of Appeal. 

In working with his clients, Konstantine takes pride in his ability to listen, communicate, and build consensus, while strategically moving issues forward with an eye to the big picture.
